Given the economic growth in the last decade, companies are looking for new locations to setup their centers and, at the same time, cities have a vested interest in attracting this kind of services. It is my aspiration that the resulting framework and its practical application to understanding the development of Cluj-Napoca will be of use to both international businesses and local authorities which would like to better position their cities for such services.
